On 21 October 2025, GNI launched a Policy Brief (“Brief”) examining the human rights implications of government interventions regarding artificial intelligence AI.
The Brief presents a taxonomy of five types of government interventions – hard and soft governance, investment, procurement, and informal influence — across three layers of the AI value chain – infrastructure, development, and deployment, using a detailed set of illustrative examples from diverse regions to illustrate the many ways governments are encouraging, influencing, and regulating the development and deployment of AI.
