In the second half of 2023, the Global Network Initiative (GNI) in partnership with the International Committee of the Red Cross (ICRC), the Stockholm International Peace Research Institute (SIPRI), and the Civil and Human Rights Clinic – George Washington University Law School (GW Law) organized a three-part learning series on the responsibilities of tech companies in situations of armed conflict. This briefing paper summarizes the discussions from the three learning calls along with key takeaways.
The sessions focused on the importance and implications of international humanitarian law (IHL) and international human rights law (IHRL) for tech companies, their employees, properties, and customers, in addition to examining responsible enter, remain, and exit strategies in the context of armed conflicts. Much of the discussion also centered around identification of approaches to identifying, avoiding, and mitigating conflict-related risks before, during, and after conflicts.
The discussions were in the form of breakout rooms and plenary sessions which included diverse stakeholder groups alongside GNI membership under the Chatham House rule. Read the full report here.
